為助力特困行業紓困穩崗，有效對沖疫情影響，人力資源社會保障部辦公廳和國家稅務總局辦公廳近日發布通知，對特困行業階段性實施緩繳養老保險、失業保險和工傷保險費政策。通知明確，緩繳適用于餐飲、零售、旅游、民航、公路水路鐵路運輸企業三項社保費的單位應繳納部分。

The central government will allow companies to defer some insurance payments to support their business and those who face losing their jobs due to the effects of the COVID-19 epidemic. The Ministry of Human Resources and Social Security and State Taxation Administration has released a notice allowing companies in five sectors including catering, retail, tourism and transportation to defer the payment of their employees' insurance for pensions, unemployment and work-related injury.

5月5日召開國務院常務會議指出，量大面廣的中小微企業和個體工商戶是穩經濟的重要基礎、穩就業的主力支撐，當前相關市場主體困難明顯增多，要落實黨中央、國務院部署，加大幫扶力度。會議指出，要抓緊把已確定的退稅減稅降費、緩繳社保費、物流保通保暢、推動企業復工達產等政策舉措落實到位。

對特困行業階段性實施緩繳養老保險、失業保險和工傷保險費政策是黨中央、國務院統籌推進疫情防控和經濟社會發展，對目前生產經營遇到特殊困難行業進行精準支持幫扶的重要舉措。據測算，上述緩繳費款政策可以為企業和個人增加800多億元的現金流，對緩解這些行業特別是中小微企業、個體工商戶的資金壓力、穩定就業、共渡難關，起到重要的支撐作用。
